Washington D.C., our nations capital has so many things to see and do, even in the winter cold of January. Some of the highlights of the tour are The Capital, The National Mall, The Smithsonian, The National Archives, The White House, The Washington Monument and The Lincoln and Jefferson Monuments. Buses run from 9am to around 4:30 or 8pm weather and traffic depending. You can get off at any site and the bus driver will give you a ticket to get on the next bus. Washington has many attractions to offer to the visitor. Actually I have not been there but from what I've read in your article and from other sources it is certainly worth visiting.
